This area of the C-31 exam covers two practical jobs: getting devices safely to the site, and making sure the people running the zone are trained.

Training

Under the MUTCD, flaggers must be trained in the fundamentals of flagging before being assigned to control traffic, by qualified, experienced instructors. Training covers, among other things:

  • flagger equipment and the work-zone/flagging-station layout;
  • methods to signal traffic to stop, proceed, and slow;
  • one-way traffic-control methods;
  • handling emergency vehicles and hostile drivers.

In California, training records are kept under the employer’s Injury and Illness Prevention Program (IIPP) (Title 8, §3203), and Cal/OSHA flagger rules live in Title 8, §1599.

Transportation

Traffic control devices must be transported and secured so they cannot shift or fall onto the roadway, then loaded, hauled, and unloaded in a way that protects the crew and the public. Devices are installed in the direction of travel (first sign a driver sees, then downstream toward the work) and removed in the reverse order, clearing the roadway of workers and equipment first.
