Notifications, Permits & Coordination
Before any cones go out, the paperwork and the phone calls have to be done. The C-31 exam treats notifications and coordination as their own area because getting them wrong stops the job — or causes a strike or a fine.
Permits
Working inside a State highway right-of-way generally requires a Caltrans encroachment permit; work on local streets is handled through the city or county. The approved traffic control plan and permit should be verified and kept on site before work begins, not filed away at the office.
Underground notice
If the work disturbs the ground — for example, digging holes for sign posts or barricades — California’s excavation law applies: notify the regional notification center (Underground Service Alert, 811) at least two working days before you dig.
Notification and coordination
- Notify the affected public, the controlling agency, and emergency services and transit impacted by a closure.
- Honor closure windows — many agencies bar lane closures during peak hours to limit congestion and worker exposure.
- Coordinate with other contractors and utilities sharing the corridor so closures and work zones do not conflict.
