California C-12 Earthwork and Paving Exam

Excavation Safety (OSHA)

Trenching is one of the most dangerous parts of earthwork, and OSHA’s excavation standard (29 CFR 1926 Subpart P) is heavily tested on the C-12 safety section.

When you need a protective system

Protective system required at 5 ft deep (unless stable rock). Max slopes: Type A 3/4:1 (53°) · Type B 1:1 (45°) · Type C 1½:1 (34°). Egress within 25 ft in trenches 4 ft+. Spoil kept 2 ft from the edge. Oxygen-deficient below 19.5%.

The three protective-system options are sloping/benching, shoring (supports), and shielding (trench boxes). Soil is classified — most to least stable — as stable rock, Type A, Type B, Type C.

The competent person and daily hazards

A competent person — able to spot hazards and authorized to fix them — must inspect the excavation daily before work and after every rainstorm or hazard-increasing event. Other rules the exam tests:

  • Provide a ladder, ramp, or stairway within 25 feet in any trench 4 feet or deeper.
  • Keep spoil and equipment at least 2 feet from the edge.
  • Don’t let workers work in accumulating water without adequate precautions.
  • Where a hazardous atmosphere could exist, test the air before entry — below 19.5% oxygen is oxygen-deficient.
  • Locate underground utilities before opening the excavation.

Frequently asked

At what depth does OSHA require a protective system in a trench?
A protective system against cave-ins is required at 5 feet or deeper, unless the excavation is made entirely in stable rock. Below 5 feet a competent person may waive the system if examination shows no potential for a cave-in.
What are the OSHA maximum slopes for the soil types?
For excavations less than 20 feet deep: Type A 3/4:1 (53°), Type B 1:1 (45°), Type C 1½:1 (34°). Stable rock may be vertical. Type C is the least stable. The three protective-system options are sloping/benching, shoring, and shielding (trench boxes).
What are the access and spoil rules for a trench?
In a trench 4 feet or deeper, a ladder, ramp, or stairway must be within 25 feet of lateral travel. Excavated spoil and equipment must be kept at least 2 feet back from the edge.
